Garcetti proposes basic income pilot, massive spending plans for Los Angeles

Mayor Eric Garcetti used his annual State of the City address on Monday to outline an ambitious spending proposal, including a universal basic income pilot program, investments in small businesses, street vendors, youth services and gang reduction, as well as nearly $1 billion to combat the homelessness crisis.
