Altadena, Pacific Palisades residents say Fair Plan is not paying their bills

California's shifting insurance market has pushed many homeowners onto the Fair Plan. Carmen Balber, Executive Director of Consumer Watchdog, says California's insurer of last resort provides low benefits and very high costs.
