Milagro Jones and his 12-year-old daughter have been unhoused and searching for interim shelter in Los Angeles since February. But instead of help, Jones says he gets caught in a continuous bureaucratic loop between the city, the county, and the Los Angeles Homeless Services Authority (LAHSA).
