Proposal would require permits for outdoor dining

Los Angeles' Al Fresco program let many LA restaurants establish outdoor dining during the COVID-19 pandemic without permits and red tape. Now some businesses are concerned, with a new proposal from the LA City Council that would require restaurants to get permits and approvals.
