VIDEO: Use of force questioned in Santa Ana Police officer pursuit arrest

- Authorities are reviewing a video released online regarding the possible use of excessive force by Santa Ana Police officers during a suspect takedown following a short pursuit of a reported stolen car on Sunday night.

The video shows two officers kicking and punching a man who was laying on the sidewalk in front of a home. 

''It obviously was a use of force and often they're not pretty.'' That was a brief summary by Santa Ana Police of the four-minute long incident that took place last night in the driveway of Roxana Cedillo's house. 

It was the end of a pursuit, the driver was down on the ground and police were trying to get him to put his hands behind his back so he could be cuffed and taken away. It's safe to say, from watching the video, that the suspect was not cooperating.

Eventually, after punches, kicks, taser and a baton, he was subdued. Roxana calls it ''excessive'', went to social media, the news, and gave the video she shot to the police.

Spokesman Anthony Bertagna - formerly a patrol officer, watched the video with reporter Phil Shuman and said that the department’s Internal Affairs Division will investigate. They will decide if the use of force was in or out of policy.

There's often no clear cut line in police work of what is a justified level of force, as we've all come to learn living in Southern California. 

Cedillo understands all that but just wanted people to know what’s going on. Whatever the suspects may or may not have been guilty of - that's why she turned to social media and the news.

No other information has been released, and details of injuries are unknown at this time.
