The controversial 25-billion dollar plan includes building a pair of tunnels under the delta to direct and protect water as it's sent downstate. But, it is opposed by many environmentalists and residents in the Delta area.

Governor Brown says, "We've got to do something. If we do nothing then that delta there will be a collapse. Will it be tomorrow? Five years? Ten years? 20 years? It's going to happen in the lifetime of people in this room."
Brown could not say if our drought will end anytime soon or if it is the new normal, but "new normal" or not, MWD officials say they're expecting a challenging summer as temperatures rise and, historically, water use does too.
