County Fire officials pronounced three victims dead at the scene. Their identities were not immediately available.
A coroner's investigator was called to the scene and the U.S. Coast Guard searched the coastline for any other possible victims.
The newspaper says fire officials initially thought three vehicles were involved because one of the vehicles was split in half.
The California Highway Patrol is investigating the cause.
